This is a notice of funding opportunity (NOFO) for the OVC FY 2026 Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking. This opportunity supports jurisdictions in developing and expanding a multidisciplinary, collaborative task force approach to better respond to human trafficking through increased victim identification, service provision, and case investigations.

Eligibility

Eligible Applicants County governments, Special district governments, Native American tribal governments (Federally recognized), City or township governments, Public housing authorities/Indian housing authorities, Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, Native American tribal organizations (other than Federally recognized tribal governments), Public and State controlled institutions of higher education, Others (see text field entitled "Additional Information on Eligibility" for clarification), State governments
Additional Info on Eligibility: This NOFO requires each lead applicant to submit their entity’s application separately in Grants.gov and JustGrants (one application submitted by an eligible lead law enforcement agency and one application submitted by an eligible lead victim service organization). Partnering law enforcement and victim services applicants are expected to submit identical proposal narratives and separate and distinct budgets. Applicants that do not apply with an eligible partner will not be considered for funding.
